Procedures Manual

On substantial projects that employ large staffs, Coates prepares a procedures manual that is distributed to everyone involved with the project. This manual provides specific instructions on acquisition procedures, explains Coates and client company policies, delineates lines of communication and authority and includes samples of documents and forms to be used on the project. This information encourages consistent methods and serves as a reference to answer employees' questions. The manual can be as comprehensive or general as the client feels necessary.

Right-of-Entry

After ownership of the involved properties is determined, Coates Agents contact the owners to obtain permission to enter the property for any and all preliminary project inspections. These include environmental inspections and tests, archaeological studies, ground and biological surveys, etc.

Abstracts of Title

Coates can provide clients with cursory or extensive title work, in accordance with provincial laws and the client's needs. Coates can also provide complete title curative work.

Survey and Mapping

Coates maintains files on preferred surveyors who have provided accurate, cost-efficient and timely service on a variety of projects. Many companies prefer to use local surveyors because it is more cost-effective. Coates has coordinated many projects with surveyors to assure that plats and maps are correct.

Preparation and Review of Documents

Coates will take responsibility for completing all required project documents and will review them for accuracy and completeness before turning them over to the client when the project is completed.

Negotiations and Acquisition

Coates' goal is to obtain a satisfactory settlement, based on a valuation in the best interest of both the client and the property owner. Coates Agents conduct negotiations professionally, tactfully and efficiently. Agents are carefully selected for each project to assure that the client's needs are met and that the percentage of successful closings will be high. Construction Liaison and Damage Settlement

Coates Agents often maintain contact with property owners prior to, during and after construction. The Agents act as liaison between the property owner, survey teams, construction crews and clean-up personnel. The positive relationship developed between the Coates Agents and the property owners can significantly reduce potential damage settlements and enhance public opinion of the project. Coates Agents negotiate damage settlements and process the necessary documents and payments in accordance with the client's instructions.

The property valuation of a land acquisition project is critical to the negotiation and acquisition process. Working with a professionally certified appraisal firm selected as a subconsultant, Coates Field Service Canada, Ltd. is able to determine fair and accurate project cost estimates.

Electronic Right-of-Way Records and Line Lists

Coates utilizes existing software programs and tailors them to meet the particular needs of each client. During projects, Coates is able to generate progress reports, line lists, acquisition records, budget forecasts and other data that can be transferred to the client's permanent right-of-way records. As the industry has moved toward computerizing right-of-way information, Coates has assisted many clients in developing appropriate database programs. These programs can be used for a variety of purposes: updating title information, locating and identifying encroachments, noting new subdivision locations, or extracting key information from old documents and transferring that information to a format approved by the client.

Data Entry and Analysis

Coates Abstractors and Document Specialists can provide right-of-way analysis services for clients who need to have information extrapolated and interpreted and then input into the client's mainframe. Coates can provide extensive research and analysis to reveal ownership data, determine rights and precise right-of-way descriptions and define recording information. Coates personnel responsible for these tasks are familiar with software programs used for these purposes or can assist the client in developing such programs.
