The City of Surrey

Coates personnel have been involved in all of Surrey's property department right-of-way negotiations as required for sanitary and storm sewers, water mains and acquisitions required for sidewalk, street and road widenings and improvements. Coates Right-of-Way Agents were involved in an experimental vacuum sanitary sewer and dyking project for the City of Surrey, which was the -first of its kind in North America. The system was designed in Europe, primarily for the lowlands of Holland, Germany and Belgium. The project was a major success and helped further broaden the scope of Coates' services. Coates personnel also negotiated park and school property acquisitions for the City of Surrey. Coates has had a staff of up to 14 individuals under contract with the City.

Ontario Hydro

Coates' first assignment with Ontario Hydro, in 1971, was one of the largest transmission line projects undertaken in Canada to date-a major expansion of Ontario Hydro's facilities in southern Ontario. The corridors tied into a new nuclear facility at Pickering, east of Toronto. All the lines ran through densely populated areas and involved five right-of-way agents and a supervisor, assigned to the corridor which passed through King and adjacent green belt townships. Coates also supplied Right-of-Way Agents and Appraisers to several other Ontario Hydro assignments, including the Lennox to Oshawa project.

Projects in Canada for British Columbia Hydro Authority have included the Columbia Dam and Arrow Reservoir Projects, Vancouver Island, Salt Spring Island, Peace River, Roberts Bank Railway Access Corridor, Prince George and Cranbrook. Coates Field Service Canada, Ltd. provided right-of-way services for New Brunswick Electric Power Commission in the Fredricton, New Brunswick area.

Coates has a long history of work with the Province of British Columbia Ministry of Transportation and Highways. Coates was first assigned to the Ministry in 197 1, providing appraisal services in the Kootenay Bog-Creston Project and the Libby Reservoir Project. In 1977, Coates was retained to provide supervision and support personnel for acquisition and appraisal services for the Vemon-Aberdeen and Vernon-Swan Lake Projects. In 1979, Coates provided general right-of-way services to the Department of Highways.

The Toronto International Airport Project was begun by the Federal Government of Canada in 1972, covering 19,000 acres about 35 miles north and east of downtown Toronto. Ten Coates Right-of-Way Agents were assigned to acquire the land from 800 property owners. In 1973 the land was appraised by the government and each landowner was contacted and made an offer. Due to disputes over land values, the property was reappraised in 1974 by a method known as the "bench mark process." Further negotiations were conducted, primarily between attorneys and agents. In early 1975, most property owners still had not released their property, and later that year the government, in light of the considerable public opposition to the project, announced that the airport construction was to be deferred.

Coates Field Service Canada, Ltd. provided project management and right-of-way acquisition personnel to TransCanada PipeLines' North Bay Shortcut project. This was a 300-mile natural gas pipeline in Ontario, crossing more than 800 parcels of land.

Coates was responsible for land and right-of-way acquisition for the District of Coquitlam's widening of Como Lake and Austin Avenues, affecting 435 property owners.

Coates managed the right-of-way acquisition for Interprovincial Pipe Line Limited between the City of Regina, Saskatchewan and Gretna, Manitoba. The project was spread over 350 miles, crossing more than 900 properties. Coates also handled appraisals for the re-routing of the Canadian National Railway and the Canadian Pacific Railway around Regina, Saskatchewan. This involved the appraisal of 205 properties.

Coates completed a project that required supplying contract personnel and providing right-of-way administration services to International Pipe Line Engineering Limited, acting as agent for Bell Canada in the acquisition of right-of-way for a fibre optics line across northern Ontario. Coates also recently completed a project for the Corporation of Delta, that involved right-of-way acquisition for the extension of Nordel Way, a major arterial access road.

Coates provided right-of-way personnel to B.C. Telephone Company for the $104 million lightguide cable communication system from the Alberta/British Columbia border to Vancouver on the west coast. The system was B.C. Telephone's largest single capital project ever, and the first for B.C. Telephone to acquire right-of-way over private properties. Coates provided a Right-of-Way Supervisor and five Right-of-Way Agents, who contacted approximately 300 property owners in various areas across the province.

Coates was contracted to acquire land for a major Canadian National Railroad overpass for the District of Chilliwack. Coates has provided right-of-way and land acquisition services to the District of Chilliwack since 1980. Other clients have included School District of Surrey, the District of Chilliwack and the District of Maple Ridge with Coates providing right-of-way and acquisition services of all types. Similar services have been provided recently to the District of Pitt Meadows (to acquire right-of-way for the
widening of Harris Road); the District of Coquitlam, the Township of Langley, the District of Matsqui and Gloucester Estates.

A recent client is Dakota Gasification Company. Coates Field Service Canada, Ltd. and Coates Field Service, Inc. joined to staff a C02 pipeline acquisition project extending from Beulah, North Dakota, to a point near Weyburn, Saskatchewan. Coates is providing right-of-way project management, title search, permit for survey, document preparation, acquisition of permits and right-of-way negotiation and acquisition.
