Mark Handley
Vice President
Southeastern Division

Mark joined Coates in 2006 after a 29-year career in right of way and property management. He manages the Southeastern Division Office, operating out of Tallahassee, Florida . Mark’s most recent position was Manager, Property Rights Services, for El Paso Energy. He was responsible for acquisition, preservation and disposition of land, land rights and other issues associated with 24,000 miles of natural gas pipelines and numerous storage fields.  From 1997-2001 he was Property Rights Services Specialist for Tennessee Gas Pipeline, responsible for the management of new pipeline construction, property acquisition and sales and daily operations of 10,000+ miles of natural gas transmission pipeline.

  As Division Right of Way Supervisor for Tennessee Gas from 1993 to 1997, Mark was accountable for operational land management and encroachment control of 2600 miles of natural gas transmission pipeline.  He began his career with Tennessee Gas in 1977 and was promoted to Right of Way Supervisor for the Houston headquarters in 1980.

  Mark is a member of the International Right of Way Association and Southern Gas Association.  He received his bachelor of business administration degree from Ohio University .  He has also taken courses in real estate law, right of way engineering and negotiations, Sarbanes-Oxley Section 404, Microsoft programs and project management.

Karen J. Mundee
Vice President
Transportation

Karen joined Coates in 1985 and has worked as a Right of Way Agent and Project Manager on electric, pipeline, fiber and highway projects.  She developed comprehensive experience and training with highway projects, having been assigned to the Tennessee , Kansas , Mississippi , Texas and Oklahoma Departments of Transportation.  She recently managed several complex acquisition and relocation projects for Oklahoma DOT. One involved the re-alignment of Interstate 40 through downtown Oklahoma City and another involved relocating all 138 residents of a nursing facility due to construction of an interchange of two interstate highways, also in Oklahoma City .  Karen also gained experience in inspecting replacement properties, calculating replacement housing and move costs, providing property management services and overseeing demolition.  Other skills Karen has gained include preparation of cost estimates, title research, due diligence review of files, permitting, document preparation and updating surface and mineral ownerships.

 In addition to managing transportation projects, Karen provides on-site training of acquisition and relocation personnel.  She works out of the corporate office in Oklahoma City .  She is a member of the International Right of Way Association and has attended numerous International Right of Way classes. She holds an Oklahoma real estate sales license and attended Southwestern Oklahoma State University .

Bill  Dow
Vice President Northeastern Division
Bill initially joined Coates in 1987 as a Right of Way Agent, assigned to AT&T fiber optic projects and to Niagara Mohawk gas pipeline projects in northern New York. He was employed by National Grid for 16 years before rejoining Coates in 2008 as Vice President of Coates' Northeastern Division in Albany, New York.

While with National Grid, Bill supervised the Land and Right of Way Department at Niagara Mohawk Power Corporation, Eastern Division, New York. He managed a team of professionals who acquired property, property rights, easements and permits in support of company operations, developing this service at the department's core business. He promoted a team-based approach to project management and successfully completed numerous power line, substations, pipeline and other projects on schedule and under budget.

Bill worked as a consultant prior to joining National Grid, assigned to numerous pipeline and high voltage power line projects in the Western and Midwestern United States.

Bill received his undergraduate degree in Environmental Science from the University of Oklahoma and Master of Business Administration from Union Collefe, Schenectady, New York. He is a member of the International Right of Way Association.

Andrew  Sachs (Andy)
Vice President Personnel
An attorney specializing in real estate transactions prior to joining Coates in 1991, Andy was initially employed as a Right-Of-Way Agent for a pipeline project.

In addition to his background in real estate law, Andy is experienced in all phases of acquisition, including title search and curative, easement preparation, negotiation, acquisition, damage settlement, condemnation and relocation. He has been assigned to pipeline, highway and fiber optics projects.

Andy is a graduate of the State University of New York at Potsdam and received his law degree from Syracuse University and M.B.A. from Oklahoma City University. He is a member of the New York and Oklahoma Bar Associations and the International Right-Of-Way Association.

Barbara DeCastro
Secretary Treasurer
Barbara DeCastro joined Coates in 1994 and was elected Secretary-Treasurer of Coates by the Board of Directors in 1999. She manages the accounting department, prepares corporate fiscal reports and supervises financial matters with clients and vendors, in addition to assuring that payroll and expense reports are processed accurately and on schedule.

A Certified Public Accountant, Barbara was self-employed before joining Coates, responsible for maintaining books and preparing payrolls, tax returns, accounts receivable, accounts payable and 401(k) records for several companies. She also resolved tax problems and maintained inventory records. Prior to that, Barbara was employed as a staff accountant for a major Oklahoma accounting firm, where she prepared individual, corporate, trust and payroll tax returns and financial statements and assisted with audits and bookkeeping.

Barbara is a graduate of Texas Tech University and is a member of the Oklahoma Society of CPAs and Beta Alpha Psi, national accounting fraternity.

Kathy Walker
Vice President
Communications
Kathy joined Coates in 1990, after managing the communications department of Oklahoma City University for several years. Prior to that she taught college English and journalism and directed communications projects for a federal agency.

Responsible for proposal preparation, the company newsletter, advertising and other corporate communications, Kathy received B.A. and M.Ed. degrees in English and journalism from Northeastern State University and an M.L.A. from Oklahoma City University. She has attended numerous professional writing seminars and is a member of the International Right-Of-Way Association.

Fred Melton
Vice President & Senior Project Manager
Fred joined Coates in 1994, after serving as Manager of the Right-of-Way and Real Estate Department of Southern Natural Gas Company. He is responsible for supervising field personnel on major projects and monitoring the project's progress to assure that deadlines and budgets are met. He has more than 30 years of experience in right-of-way and is familiar with construction, scheduling, permitting and budget control. He has supervised right-of-way acquisition projects in Louisiana, Mississippi, Alabama, Florida, Georgia, South Carolina, and Oklahoma. He has also supervised the acquisition of underground storage rights for natural gas storage facilities and the acquisition of additional rights for the expansion of buffer zones adjacent to the existing facility.

Fred attended Louisiana Tech University in Ruston, Louisiana.
