John J. (Joe) Coates, III

President
Joe was first employed by Coates in 1983 as a field agent. He worked in that capacity during summers while in school. He graduated from the University of Southern California and received his law degree from the University of Oklahoma College of Law, while working as a law clerk for two Oklahoma City law firms. Joe served as Executive Vice President and General Counsel of Coates from 1995 to 2006.

A member of the American, Oklahoma County and Oklahoma Bar Associations, Joe joined Coates on a full time basis in 1990. He is a member of the International Right-Of-Way Association, the Pipeline Committee of the IRWA, and the American Railway Development Association, and is licensed by the Oklahoma Real Estate Commission. He is also an IRWA certified instructor. He has attended continuing legal education courses in environmental law and real property from the Oklahoma Bar Association, the University of Oklahoma and Oklahoma City University.

Counsel


John received both B.B.A. and L.L.B. degrees from the University of Oklahoma. He was associated with the Oklahoma City law firm Dykeman, Wiliamson and Williamson while serving as general counsel of Coates Field Service, Inc. John was elected President of the company in 1971, and was Chief Operating Officer until 2006.

John is a member of Phi Alpha Delta law fraternity and Sigma Alpha Epsilon social fraternity. He has been admitted to practice before the Interstate Commerce Commission and is a member of the International Right-Of-Way Association., the American Association of Professional Landmen and the Oklahoma and American Bar Associations. John has specialized legal education from the University of Oklahoma, Oklahoma City University and the Oklahoma Bar Association in environmental, employment and real estate law.

Mark R. Roby
Vice President
Houston Division
Mark joined Coates in 1986, with substantial experience as a manager in the oil and gas industry and has served as Manager of Right-Of-Way for two major pipeline companies. He has successfully completed several complex pipeline projects and is familiar with construction, scheduling, permitting, budget control and other issues as well as having comprehensive acquisition and abstracting skills.

Marks experience includes supervision of projects in Colorado, Mississippi, North Dakota, Iowa, Illinois, Pennsylvania, New Mexico, Texas and Oklahoma. He has worked in conjunction with engineers, surveyors, environmental and archaeological consultants, construction crews and clean-up crews. He has had noted success in negotiating with property owners, corporations and governmental agencies. Mark attended Oklahoma City Community College and Oklahoma State University.

Sue Evans
Vice President
Western Division
An oil and gas attorney for nine years before joining Coates as a Right-Of-Way agent in 1987, Sue has an extensive background in acquisition and land related legal issues. She was promoted to Vice President in 1994 and manages the Western Division Office in Walnut Creek, California.

Sue has managed negotiations for pipeline easements traversing a major metropolitan area, involving mediation with city officials and attorneys. She has completed acquisition services for a flood control levee project and obtained telecommunication leases across California, and provided turnkey acquisition services for pipeline distribution systems and electric transmission lines, also in California.

Sue is a graduate of Baylor University and the University of Oklahoma College of Law. She is a member of the California Bar Association and the International Right-Of-Way Association.

Bob Groover
Vice President
Business Development
Bob joined Coates in 1978 as a Right-of-Way Agent. He was assigned to a variety of acquisition projects for pipeline and telecommunications clients nationwide. He was promoted to Right-of-Way Supervisor in 1991, overseeing field personnel on several complex fiber optic installations in Utah, Colorado and along the California coast from San Francisco to Los Angeles. His most recent supervisory experience was for pipelines in Texas and Florida. Bob has extensive knowledge of construction, permitting and damage settlement. He worked for two years on 230 and 69 kV transmission line projects in Florida. In 1998 Bob was promoted to Assistant Vice President, working out of the corporate office in Oklahoma City. He is a member of the International Right-of-Way Association and holds a Florida real estate license.

Elaine Lipon
Vice President
Western Division
Elaine joined Coates in 1997 and was assigned as a Right-of-Way Agent and Document Specialist for pipeline and railroad projects. Before being promoted to Vice President, she was responsible for programming, modifying and managing database applications and the Coates website. Elaine manages the Western Division Office in Walnut Creek, California.

Prior to joining Coates, Elaine was employed by Hewlett Packard. She began her career as a Computer Engineer and has extensive experience as a power and environmental specialist. After becoming a District Manager, Elaine was a corporate Network Champion and gained extensive experience in field personnel management and corporate customer service.

Elaine received her B.S. degree in electrical engineering from the University of Houston and has attended numerous software training seminars. She is a member of the International Right-of-Way Association.
